Most Long Island homeowners replace their roof once or twice in their lifetime. The contractor you pick determines whether that roof lasts 30 years or starts leaking in five. Here is what to actually look for — including the questions most homeowners forget to ask until it is too late.

Why Choosing a Roofing Company on Long Island Is Different from the Rest of the Country

Long Island has a licensing and permitting environment that is more demanding than most of the country, and a housing stock with specific characteristics that separates competent local contractors from the out-of-state storm chasers who show up after major weather events.

County HIC licensing is mandatory — and verifiable. New York State and both Nassau and Suffolk Counties require Home Improvement Contractors to hold a valid county HIC license. This is not a suggestion. A contractor without a current Nassau or Suffolk HIC license is operating illegally and has no recourse if a dispute arises. Before you call anyone out for an estimate, ask for their HIC license number and verify it online at the Nassau County Department of Consumer Affairs or the Suffolk County Department of Consumer Affairs website. This takes two minutes and eliminates a significant percentage of unqualified operators from your list.

Post-storm out-of-state crews. After major nor'easters or tropical events, Long Island gets an influx of out-of-state roofing crews from the South and Midwest who work door-to-door in storm-hit neighborhoods. Many are competent roofers. Many are not. None of them hold a Nassau or Suffolk HIC license. If they damage your property, you have very limited recourse. The safest approach after a major storm: call established local contractors you can verify, not whoever knocked on your door.

Long Island's housing stock demands specific knowledge. The Levittown-era capes and ranches in Nassau, the postwar splits and hi-ranches in Suffolk, the Victorian village homes in Patchogue and Bay Shore, the waterfront properties along the Sound and the bay — each of these requires different knowledge of materials, flashing details, and permit processes. A roofer who primarily works in Queens or Connecticut may not know that Hicksville ranches frequently have two-layer tear-offs hiding under the current roof, or that bay-facing homes in Freeport need aluminum flashing, not galvanized.

The Pre-Screening Checklist Before You Call Anyone Out

Do this before you invite a single contractor onto your roof.

Step 1: Verify the HIC license. Nassau County: search at the Nassau County Department of Consumer Affairs (gov.nassaucountyny.gov/consumer). Suffolk County: search at the Suffolk County Department of Consumer Affairs. You want to see an active, current license in the contractor's legal business name.

Step 2: Request a Certificate of Workers Compensation Insurance from NYSIF. New York State requires workers compensation to be issued through the New York State Insurance Fund for construction workers. Ask specifically for a certificate from NYSIF — not a private insurer. Verify the certificate expiration date. Some contractors present expired NYSIF certificates. If a crew member is injured on your property and the contractor's workers comp is expired, you can be held personally liable.

Step 3: Request a Certificate of General Liability insurance. Minimum $1M per occurrence, $2M aggregate. Ask to be named as an additional insured during the project. This covers damage to your property, your neighbor's property, or your landscaping during the job.

Step 4: Check for manufacturer certification. GAF Master Elite is the most rigorous certification program on the residential shingle side — held by fewer than 3% of contractors nationally. These certifications require active insurance, training completion, and ongoing customer satisfaction standards. Step 5: Look for at least three verifiable local references. Not online reviews (those can be manipulated) — actual homeowners you can call in Nassau or Suffolk County. Ask specifically for references on jobs similar to yours: your home type, roof pitch, material choice. A contractor who has never done a Victorian with a complex roofline should not be your first call for a Victorian with a complex roofline.

Red Flags to Walk Away From Immediately

These are the warning signs that experienced Long Island homeowners learn to recognize. Most appear early in the sales process.

Demanding large cash deposits upfront. A standard roofing contract on Long Island typically requires 10-20% deposit to book a start date, with the balance paid on completion. Any contractor asking for 50% or more upfront — especially in cash — should be disqualified immediately. This is a common pattern with contractors who disappear before completing the work.

No written permit mentioned. If you ask directly "will you pull a permit for this job?" and the answer is no, not necessary, or "that's just extra cost for you," end the conversation. Every full roof replacement in Nassau and Suffolk requires a building permit. A contractor who avoids permits is either unlicensed, uninsured, or cutting corners on the installation that would fail inspection. An unpermitted roof can create serious complications at resale.

Single-line estimate with no breakdown. A legitimate roofing estimate should specify: shingle brand and product line (not just "architectural shingles"), underlayment type, ice and water shield coverage area in square feet, drip edge on all eaves and rakes, ridge vent type and linear footage, flashing scope at every chimney and skylight, permit included or excluded, dumpster and disposal, and workmanship warranty term in years. If you receive a quote on a half-sheet of paper with one number and no breakdown, ask for the line items. If they refuse, move on.

Pressure to sign on the spot. Reputable Long Island roofing contractors are busy and book out weeks ahead. They do not need to pressure you to sign at the estimate appointment. High-pressure tactics ("this price is only good today") are a sales tactic, not a business reality. Take your time to review and compare.

No physical address or local office. A contractor who provides only a cell number and a website should be able to give you a local shop or office address. Companies that work out of their truck exclusively have limited accountability and no local infrastructure. Ask where they are based.

The Warranty Questions You Need to Ask Before Signing Any Contract

Most Long Island homeowners sign a roofing contract without understanding what their warranty actually covers. Here is what to ask.

Question 1: What is your workmanship warranty, and is it in writing? The manufacturer warranty covers material defects. The workmanship warranty covers installation errors — the leading cause of premature roof failure. Ask specifically: how many years, what does it cover, and is it transferable to a new owner if you sell the house? Standard in the industry is 1-10 years for workmanship. Some contractors offer one year. We offer ten.

Question 2: Can you offer the GAF Golden Pledge? The GAF Golden Pledge is available only through GAF Master Elite contractors (the top certification tier). It covers both GAF materials and the installing contractor's workmanship for 25 years — and GAF itself backstops the warranty, not just the contractor. If the contractor leaving your job closes their business in year three, GAF is still obligated under the Golden Pledge. This is a meaningfully different level of protection than a standard shingle warranty.

Question 3: What voids the warranty? Ask the contractor to walk you through the specific conditions that void both the manufacturer warranty and their workmanship warranty. Common voiding conditions include: improper ventilation (the single most common cause of premature shingle failure on Long Island homes), subsequent modification to the roof by another contractor, and using incompatible accessories (wrong underlayment, non-approved flashings).

Question 4: Who do I call if I have a leak ten years from now? Get a direct answer. The contractor's personal cell? A company service line? An email address? A company that does not have a clear answer for this question is not organized to honor long-term workmanship warranties.

Nassau County vs Suffolk County: How the Permit Process Differs

Both counties require building permits for full roof replacements, but the process differs in meaningful ways.

Nassau County permit structure. Nassau has a mix of town-level and village-level building departments. The three towns — Hempstead, Oyster Bay, and North Hempstead — handle most permits. Several incorporated cities and villages (Long Beach, Garden City, Hempstead Village, etc.) have their own building departments with separate processes. Nassau permit fees for residential roofing typically run $250-$500 depending on municipality. The Town of Oyster Bay (Hicksville, Plainview, Oyster Bay Cove) runs $175-$350. The Town of Hempstead (Levittown, East Meadow, Massapequa, Valley Stream, Freeport) runs $200-$400.

Suffolk County permit structure. Suffolk's ten towns each run their own building departments. Town of Huntington (Commack, Northport, Huntington Station): $400-$600, 7-14 day turnaround. Town of Smithtown (Smithtown, Kings Park, St. James): $350-$500, 7-12 days. Town of Islip (Bay Shore, Brentwood, Islip): $300-$500, 7-14 days. Town of Brookhaven (Patchogue, Medford, Coram, Port Jefferson): $400-$600, 10-20 days (longest turnaround in Suffolk). If a contractor says "we can start without a permit and pull it later," that is a code violation in every Nassau and Suffolk municipality. Do not allow it.

A full roof replacement on a typical Long Island home runs $12,000-$25,000. Most homeowners finance some or all of this. Here is what is available.

New York State offers low-interest financing (typically 4-8% depending on credit) through the Green Jobs Green NY program for energy-efficient home improvements including roofing with qualifying insulation and ventilation work.
